MOTIONS PASSED AT 2026 ADC

The Following Motions were passed at the 48th Annual Delegate Conference 2026:

the following urgent Motions were passed :

Urgent Motion 11
Conference calls on the government to immediately resolve the outstanding issues in relation to the pay and conditions of our members, and until such time as this is achieved we will advise our members not to cooperate with the planning for or the policing of the EU presidency and Irish Open. (Donegal)

Urgent Motion 9
Conference directs the General Secretary to write to the Garda Commissioner and inform him that the Midlands Working Time Agreement 2024 has to be complied with in full during the European presidency. (Cork City / Westmeath)

Urgent Motion 10
This conference direct the CEC and officer board to take any and all actions that they feel accurately reflect the lack of progress of the issues we have raised and that the General Secretary writes to Minister Jack Chambers informing him because of these constant obstructions faced with his department,  we are now in dispute with his Office. (Garda College)

Urgent Motion 7

“That Conference calls upon the Minister for Justice to provide for the immediate implementation of a comprehensive policy to ensure the swift protection of members of An Garda Síochána subjected to online harassment, doxxing, threats, or related abuse; that all such incidents be assessed for criminal investigation where appropriate; and that robust, streamlined procedures be established to provide an effective 24/7 response capability with immediate effect.” – (CEC/Waterford)

Urgent Motion 5
"(A)  Conference calls on the Garda Commissioner to introduce a framework and appropriate training, in consultation with the Garda Representative Association, for members engaged in   pursuit and response driving.
(B)  Concurrently, calls on the Minister for Justice to introduce legislation, providing appropriate legal protection for Gardaí engaged in vehicle pursuits and response driving.” – (CEC)

5. “Conference calls on the Minister for Justice and the Garda Commissioner to establish a permanent, independent pay-setting Body to ensure competitive remuneration comparable to international best practice which would support retention and recruitment in An Garda Síochána and thereby recognising the escalating risks, responsibilities and professional expectations placed upon members of Garda rank”. — (Sligo/Leitrim)

7. “Conference directs the General Secretary to engage with Garda Management in relation to large scale public order and other protracted serious incidents in the last three years, where Garda members were at risk of assault and injury, and noting the time required to stand up and have the incident response team of the National Ambulance Service on scene with a view to: (a) Using suitable trained “Garda Medics” (trained to a minimum of EFR-BTEC standard) at incidents/events as first line medical cover until/if IRT are on scene. (b) including a requirement for “Garda Medics” to be deployed on activation of the EPOPS or HBS command structures”. — (Clare)

9. “Conference calls on the Minister for Justice and the Garda Commissioner to provide by way of statutory regulation a national minimum policing strength model to ensure that recruitment is maintained and a minimum allocation quota in each Garda Division to ensure adequate Garda numbers at operational level remain steadfast”. — (Sligo/Leitrim)

10. “Conference calls on the Garda Commissioner to introduce a system that effectively manages the workload of individual Garda members which provides structure and support while also placing the appropriate responsibility on supervisors and management to manage excessive workloads and ensure sufficient time is allocated to our members to meet their professional obligations.” — (CEC)

13. “Conference calls on the Garda Commissioner to implement a stand down procedure for members who deal with a serious or traumatic incident in the duration of their tour of duty”. — (Tipperary)

18. “Conference calls on the Garda Commissioner to introduce a Work Driving Licence (WDL) for Garda members, authorised to drive an official vehicle; the purpose of this licence is to safeguard members who are required to drive under urgent, high-risk, or duty-related conditions; the WDL would ensure that members are appropriately protected from legal liability when carrying out essential policing functions, provided they operate within policy and training standards”. — (Sligo/Leitrim and Meath)

20. “Conference directs the General Secretary to seek further legal advice surrounding the issue of its members receiving fixed charge notices for driving whilst on duty, and to prepare and publish for its members a guide on how to respond to such notice, including what details they should provide and what parts of the procedure are the responsibility of Garda management to complete.” — (Kildare)

25. “Conference calls on the Garda Commissioner to immediately cease the practice currently adopted by An Garda Síochána and its Vetting Process, where candidates applying for Garda trainee positions are currently permitted to begin training without having their vetting process fully completed”. — (Garda College)
